Can NRI claim exemption under section 54 or 54F if he invest sale proceeds in the name of his mother??

As I understand, there is no restriction for NRIs to claim these exemptions. Further, it is obligatory to make new investment in the name of the transferor only.

Investment in the name of the one who is havng capital gains only.
Blood relations are not considered??
