Kindly confirm that an IT company with 17 employees and all of them drawing more than 21000/- is required to be registered under ESI act ?

Can any one provide the address / e mail id / contact no. of Principal Commissioner of Income Tax, Delhi-22 area. This is required for the correction of Major Head and Monor Head of my Advance tax which I had made it wrong.
