Whether salary earned by a resident of India in UK on which tax is deducted in UK is taxable in India?
What relief is available under DTAA or whether section 91 of IT Act will apply?

Yes. Now he is residence of india and getting income outside india. on which tax is deducted then he or she is not liable at all paying tax in india.....and there would not be any double taxation after giving confermation later that he or she is doing job outside India and getting income also there.
So here income accrue or arise out side India. it will be called Foreign Income so he or she is not liable to pay tax in India.
