Dear Ramu,
Doctors r not liable to service tax reason being they r providing service of 'utmost necessity
& public welfare'
Having said that some of the things like "plastic or cosmetic surgeries, etc" are covered by service tax,
Service provided by doctors other than cosmetic/ plastic surgery + other than services like marketing ( assistacne to market pharma products and reciveing commision) are presenlty excluded.

If the doctors are consultants & working as professionals on retainer basis not as the employee basis then they shall
be liable for Service Tax

what about ambulance services? are they covered under negative list? if so under which provision?

No ambulance service is not covered under negative list. Hence, liable to service tax.
