In fact reverse can be true. This info looks illogical and like hoax news circulating on facebook.
Banks do accept even notes on which something is written. And I am sure minting cost of rs.5 notes is less than the value it carries.
By burning or killing a currency note we can actually reduce inflation.
I guess if at all its just the minting costs that matters. The figure quoted in the ad cannot be sourced from anywhere, but writing on notes is definitely illegal, but again try to go to your nearest police station and try to register a complaint against such a crime and you might draw only blank stares...
