I am a website developer and I need to charge 18% GST. Should I charge CGST and SGST both 9-9%? Please also tell me HSN code for Website development work.

Yes you need to charge CGST and SGST as separately both at 9-9%.
Since your activity is a service it will have a SAC (Service Accounting Code) instead of HSN code.
For software/website development SAC is 998314
