I have received bill from transporter ₹.150000.with non GST .now he is not register in GST but in 5 months he will register in GST
now do I have to pay 5% GST under RCM or not

YES , THE DAY HE ISSUED THE BILL , HE IS NOT REGISTERED . SO YOU HAVE TO PAY GST ON REVERSE CHARGE
then what about input credit
you will get input credit in next month
