YES.Also this is required for filing the Incometax return.For filinf IT return AAdhar linking is mandatory now.

my friend's aadhar and pan both have same d.o.b, gender and name spelling. but these are not linking due to unknown problem.. what should he do ?

CBDT extends the time for Linking PAN with Aadhaar from 31st August 2017 to 31st December 2017. For details:
