Commission on exampted goods
If there is any commission(service) on exempted goods will GST applicable on that commission?

Yes since the goods and service provided these two are different things. Commission will attract RCM (if not then your counterparty will charge gst @ 18%) @ 18% since it is inward suply of SERVICE
