GTA at Delhi registered under GST law and they provided servies to Registered person at Andhra pradesh for transportation of goods on road and cost of Services is Rs. morethan 5000/-. In this case, Service reciever is laible to pay the Reversal charges or not.

Under Sec 9(3) GTA has been notified for which GST is to be paid by receipient, Irrespective of registration status of GTA. So in your case AP receiver will have to pay GST under RCM
