It returns /pan card -old years-no taxable income

My husband  retired engineer and from FY 2012-13 and has  only Interest income (to the extent of less than Rs 20,000 per annum)-which is much below taxable income. Hence he was not filing returns from FY 2012-13. He filed returns regularly upto FY 2011-12 as long as he was working. Of course I am a  retired professor and  get pension and file returns regularly.

 

My husband obtained my Aadhar card in late 2012. He also has have PAN Card much earlier. My question is 

 

A. whether he  is required now to link with  Aadhar Cad with PAN- because he does not have Taxable Income even in FY 2016-17?  Should he voluntarily file returns or keep quiet?

 

B. If I does not file returns or if he does not link Aadhar with PAN, will his  PAN be cancelled? What should he do? News is that if one does not file returns he will loose PAN.  Is this true for those whose income is not taxable

 

C. He have interest income details from FY 2012-13 and can file returns for previous years if required. Should I do it or just keep quiet? 

 

D. What are the problems or consequences in filing returns now for previous years from FY 2012-13 or not filing returns now
