You can file original return along with late fees of Rs.2000 by 28th Feb'2015. Interest @ 1.25% per month applicable.
If you file after 28th Feb, then late fees will be Rs.5000. Interest @ 1.25% per month shall remain same.

But Rs. 2000 is for VAT and what about CST.
Or VAT and CST=4000 ??

2000 RS LATE FEE IN MVAT RETURN AND 2000 RS LATE FEE IN CST RETURN. SO TOTAL RS.4000.

If there is no Interstate Sale there is no need to File CST return and so no penalty.
