Excerpt  from the Article on  Decoding Concurrent Audit allottment  by   CA Amresh Vashisht    

 

The recent Govt. directive to give the power to bank management is to appoint the statutory Auditors of their choice questions the total mess up scene created in the last four/five years. The said guidelines also authorise PSBs that progressively, the threshold level of advances may be increased so that the number of branches to be taken up for statutory audit is phased down over a period of time. - 

So every stage is set to kill the branch statutory audit. This is the unique year as 60 % of the branch auditors who completed their 4 year term in the last 3 years have not got any offer from any bank. With this year completion, the banks are at safe side not to go ahead with the previous practice. It is quite interesting to note that our regulator, the premier institute of the country never raised their voice for setting aside 25% of auditors but with full energy added new firms in an annual gala function of MEF filing. This MEF has been used to polish the shattered image and to console the members of the institute who satisfy themselves seeing their names in a panel submitted by the ICAI to RBI. In the month of December, PDC the operational department for filling the empanelment has come out with a final penal to be submitted to RBI. Since December the MEF site is having a note that the panel as submitted to RBI shall be coming shortly. Two months have passed, PDC got new guards but the empanelment never surfaced again. The fate of statutory bank branch auditors is hanging in air and shall be cleared in few days. How many of us shall be able to get an offer from the bank is a million dollar question? -

The no. of branches going for statutory audit should be increased, as we have seen that NPAs are increasing in public sector banks. Big scams were noticed last year.

For good evaluation and compliance of Statutory Branch Audit, maximum 2 branches could be allotted to a firm, according to the experience of the partners/prop.

Absolutely

Also why institute is not taking steps to Audile majority of the branch.

All the business having Turnover above 1cr. needs compulsory Audit then why not bank where public are interested as their money are dealtwith.

ALLAHABAD BANK HAS INFORMED "BSE" ABOUT THE SCA APPOINTED/RE-APPOINTED BY IT ON 12-03-2015.

THE WEBSITE OF RBI DOES NOT STILL REFLECT THE NAMES OF SCA's IN ALL 25 PSB's FOR THE YEAR 2014-15.

INDIAN OVERSEAS BANK HAS ALSO INFORMED THE "BSE" ON 12/03/2015 ABOUT THE RETIRING AND NEW APPOINTED STATUTORY CENTRAL AUDITORS'.

The NPAs has grown to Rs. 3,00,611 crores as on 31st Dec. 2014. More than 87% belongs to PSU banks.

I hope now Govt., RBI and ICAI open their eyes. Jai Ho!

Private sector  Banks  may be manipulating  and covering it up -  

They are all free from Branch Audit

So have the banks finalised their SBAs for 2014-15? The meficai website is not showing any thing in this regard.

One week is over after taking consent, yet allotment has not been received. Are they take this much time when it is already late? Or still they may not allot?

In my opinion it is already late. As we need to start the work at this time

Any news reagrding alllotment to any guys?

None of my friends having SBI last year have received any email for consent.  Got news that SBI has not yet processed.

Have anybody got email for consent / allotment details from SBI ?

as per new companies act auditors appointment has to be for five years. is this applicable to branch audits also?.it is heard that RBi has submitted same panel 2013-14 to banks(not confirmed news) .

ICAI MEF is also not showing 2014-15 auditors panel. does it mean branch auditors tenure will be 5 years?
