Form-16 not found online, company not responding either.

There is a case, I need inputs from the board. Case of my Friend: Shrikanth.

Shrikanth is working with an Proprietorship company in Mumbai. His Package is around 30000 per month + 30000 bonus (rec on. diwali)

The company calculates and deducts tax from his salary at the end of the financial year.

Its been 4 years now, the company havent issued him the Form 16 against those deductions from the salary. 

Please advice, what should be done.?

On my advice, he registered his PAN with https://incometaxindiaefiling.gov.in/ to check if forms are seen online. Suprisingly, only recent years tax (FY 2013-14) is visible that correctly shows the amount. When checked of previous years, nothing is shown there.

Is it that the company have not paid the tax to government.?

In this case what shall be done.?

Also, when a company issues Form-16 against salary deductions; the format is different and detailed (incl. of salaries and other income and investment details mentioned there in), but what we got online its just a two liner that shows the deduction amount and the employer. Is it fine.?

When he trys to discuss this with the Accounts Manager or his Boss, they try to avoid the discussions.
