Good Article. But the procedure given for Mark allocation is wrong. Institute does not have any such procedure based on difficult or easy questions

Can you tell me , from where i can get the guideline book of icai regarding marks allotment. As it is publically distributable doc as told by CA praveen Sharma in his classes and showed us.

The new rule says that only the questions first answered will be valued and subsequent questions will be ignored . If a candidate  follows the order of question given in exam and just writes the question number n leaves blank space without answering that question and continues writing remaining questions will it be considerd as question attempted .and in that case iflast question is attempted properly will it be ignored?
