Dear sir,
From 1.6.08, rate of tax with C form is 2%(on most of the commodities), and without C form, local vat rate is karnataka, will have to be charged.

Yes correct
Whatever Mr.Mahendra kumar is telling its correct.
Without C Form, Local vat rate are applicable (like 1%, 2%, 4%, 12.5% and 20%).

CST rate against C-Form is 2%
& without C-Form @ 12.5%
