cst will be charge on Actual Price+Excise Duty+EC+SHEC then 2 CST ? is it correct

Yes. You are correct. But the CESS and S & H Cess are not charging now.

We are purhcasing Basmati Rice From Punjab from last 15-16 FY Agaisnt C Form ,we have not taken CST input crdit can we take CST input in GST from 15-16 FY.
can we take ITC on Fixed Asset from 15-16 FY
how to take Basamti Rice June-17 Closing Stock to the next month July-17 Opening Stock, i have to enter in TRANS-1 From only
