A DEALER WHO IS OPTING FOR COMPOSITION CAN HE PURCHASE GOODS FROM INTER STATE ALTHOUGH HE IS NOT ALLOWED TO SELL GOODS TO OTHER STATES

Restriction is only when you are transiting to composition scheme, at that time your goods held in stock must not have centrally purchased material.

Firstly I think above thread is more than a question a headstrong opinion.I completely agree with @ Saloni but since you wont believe me either i have attached proof herewith.Attached is the screenshot of ICAI background material on GST Act and draft rule ,2017 as published on june,2017..so plz read.Hope this helps!
