composition dealer
a composition dealer is a trader, purchase goods from unregistered dealer. I want to know that is he liable to pay GST on such purchase as prescribed rate or not? or only pay GST on his turnover.

Both. GST under RCM when goods purchased from URD. and finally output gst over sell turnover.
He is liable to pay GST on purchase from unregistered under RCM at normal rate.
Also no ITC of same is available to you .
