Cenvat credit queries

Can Cenvat credit be carried forward to next FY.

Can Cenvat Credit against one Service / Head be adjusted against another Service / Head.

Eg can the service tax paid on Tel bill be adjusted against the stax collected towards training, wherein the business of the company is training and coaching.

Please clarify the above.
