Cenvat credit on p&m

Hi all

Please clarify whether Excise duty paid, on purchase of plant and machinery which are shown as capital work in progress, are eligible for credit. These are CWIP bcoz the company have not started its manufacturing operations.

My doubt is whether the ED paid on P&M (in CWIP stage) can been availed as Input credit??? Please help me members.
