Cenvat credit in work contract on gst

Under Gst law the services provided for work contract service is not eligible for cenvat credit under gst act, please clarify whether the sub contractor who is doing work contract service is also not eligible for cenvat credit and this will result to double taxation, whether there is any recomendation.
