Centralised Registration for. Service Receipient

Background of the assessee:
Assessee is the concessioner and having corporate office in one state and sites in other states.

My queries are:
1. As a receipeint are they eligible for centralised registration??

2. What will be the scenario if the accounting is done at corporate office and services received at
site?
