Is it compulsory to send CC papers to appear in the Executive examination?

It is a rule that is only in papers. I have asked about that with many friends and everyone said the same answer. ie. they have appeared and passed in Executive exams without sending the cc papers.
according to institute it is compulsory
no problem arise if not send before exam

I agree this point.
I also heard than only submit of CS paper is required only those student which take coaching class from ICSI portal.
But it is sure that you can give exam without submitting of CC paper because my many friend clear his exam without this.
