Sir, I gave my plot for development, I got 10 flats, i don't have any house, now I am liable to pay any capital gain ( Long term or Short term)

Yes................but contact some tax expert, who can plan exemption u/s. 54 and minimize tax liability.

For an individual what are the conditions to become a Good Transport operator (GTO) and what differs GTO from GTA (good transport agency). Is GTO liable to service tax. Please clarify

Taxation of plot will be based on period of holding of plot by you.

There certain exemptions that can be claimed under income tax act with proper tax planning, which a CA can were well guide you and provide with Tax benefits for which you eligible depending upon detailed study of your case.
It is highly recommended to contact a professional advisor in such senerior.
