Bank Validation in the Income Tax Portal for NRIs

Can an NRE account be added as a bank in the E-Profile (by choosing savings)? By any chance it does get approved, can refund reissue be done using that? 

NRO account not getting validated saying that the PAN-Bank-IFSC linkage failed. Not sure what is to be done.
