Articleship problem

sir I have done work as article in a firm for 5 months but now ca is not not signing transfer deed... he is asking to me for fresh regiateration in another firm... he wants to spoil my 9 month(since sep 16) now i am very frustrated... my 2 month stipend is also due and he is denied to pay what should i have to do???
