final authority is always with ICAI.i agree.but its decision will be only in favour of members.the operators of ICAI are members and not the students.we dont have a single representative in the council.they should please the members for getting votes in the elections.they will always think about that

i agree with vikram but the authority is not with a single person, so it is not possible that all person think on the same line ( to secure vote )
