YA IT IS 100% TRUE
ITS NOT TRUE VISIT THE SITE OF ICAI AND SEE THE NOTIFICATIONs in 2010. it has been provided that those students who migrated from pe2 to ipcc are eligible to give xams one year before the articleship .for normal ipcc route the xams will be conducted after completion of 2 and a half years of articleship..i wonder why people are interpretating as per their own desire.
