Are gta liable to be registered under gst?

Suppose T.O. of GTA is above 20 lakh say 50 lakh. In this case looking at the provision of sec 9 (3) of cgst and list of RCM services whether GTA i.e service provider still required to get registered as all its tax liability will be paid by service recipient and service provider will not be paying any GST,
