Applicability of tds & dtaa on share transfer

15,00,000 shares @ Rs. 10 per share, of an Indian company are transferred by a foreign national to an indian national, now that the indian national would remit 1.5cr to purchase the shares ,will TDS be chargeable on the above transaction?
