Applicability of form 15cb while remitting dividend- urgent

We are Indian Pvt. Ltd. Company which is 100% subsidiary of Japanese Listed company , we are paying dividend to our Japanese shareholder for the first time , Can you please let me know that whether we need to file form 15CB and if yes , which clause of DTAA should need to be specify.
