Should newly Formed Private Companies File Form 23b and Form20b to MCA immedietly after its Incorporation?

Dear,
Form 23B is realted with the Appointment of the Auditor, and in the case of first auditor Form 23B is not mandatory but it is recommended to file form 23B to avoid any problem in annual filling.
and on the other hand form 20B is annual return form, as per section 159 and 160, Form 20B is to filled within 60 days after the AGM of a company.
