4% sad refund under custorm

Can Dealer get Refund of 4% SAD paid if Imported Dealer is selling goods as such to Interstate Consumer against "c" form @ 2% CST Rate. Since, Importer is Trader and selling Imported goods as such. What is the procedure to get refund ? Which Documents are required to be submitted to get refund ? How much time taken by the authority to process refund.
