Is 15 ca and cb applicable for payment against raw material imports??

Both would be applicable 15CA and 15CB

Yes,it is applicable.
But 15CB needs to be given only when the payment is more than Rs.50,000 or the aggredate payment during the financial year exceeds Rs. 2,00,000
