its 22 for sure... At first Rs.15 he will buy 15 chocolates, then he will exchange 15 wrapers to get 5 chocolates,, out of the 5 chocolates he wil exchange 3 wrapers to get one chocolate and retain balance 2wrapers, with that 3 chocolate wrapers he will get one chocolate and give back that wraperalong with 2 wrapers remaining he will get one chocolate.
thus he will get 22 chocolates and one wraper with him.

The answer is 22 chocolates with one wrapper remaining.
Computation:
With Rs. 15 you can get 15 chocolates which is 15 wrappers. No. of chocolates - 15
+
You exchange 15 wrappers for 5 chocolates which is 5 wrappers. No. of chocolates - 5
+
For 3 wrappers u get one chocolate. SO u have 5 - 3 + 1 = 3 wrapper. No. of chocolates - 1
+
For 3 warppers again 1 chocolate 1 wrapper. No. of chocolates - 1
=
15 + 5 + 1 + 1 = 22 with one wrappers
