G s t on sale of residential sites developed by land owner himself

A person who owns agricultural land, gets converted it to residential purpose, gets approval from town municipality to develop the converted land to form residential sites, also  arranges  power connection, water connection, drainage connection to each plot spends money to provide street light, road, water tank park etc inside the area. The roads park and other utility area are being handed over to municipal authorities after completion of all relevant work including over head tank.

The question is whether GST is to be paid on sale of sites even after obtaining completion certificate from municipal authorities, if so  on what percentage of selling price  and at what percentage of GST (as sale of land does not attract GST)
