Centre mulls raising Coal India output using private miners

CIL is single largest coal producing company in the world, even though some part of Govt. think that private miners have better infrastructure than CIL and if it is so, why cant CIL have such management or infrastructure. why it needs private agent to boost its coal productions. some parts of the Govt is always in favor to outsource work to private contractors.
