The Ministry of Corporate Affairs has implemented MCA21 project- a major e-Governance Initiative covering all aspects of incorporation and regulation of companies as defined under the Companies Act, through its e-Governance portal namely www.mca.gov.in. The ministry keeps enhancing the facilities and services on e-portal from time to time so as to constantly improve productivity and facilities to the stakeholders.

 

A total expenditure of Rs.154.13 crore has been spent under the MCA21 in the last three financial years 2009-10, 2010-11 and 2011-12.

 

This information was given by the Minister of State in the Ministry of Corporate Affairs Shri R.P.N. Singh in the Lok Sabha today in reply to a written question whether the Government proposes to increase the e-services in the MCA and the total budgetary allocation during the last three years.

MCA-E SERVICES TCS TO INFOSYS ( MAINTENANCE OF MCA21 PORTAL & ITS EFFECTS) For the past few months that is from November 15th 2012 on wards MCA21 services are totally affected. Even till today i.e. 13/02/2013 the site is not properly functioning. It is learnt from number of professional colleagues that they are unable to file many forms, and even certain forms filed already are placed under regulation 17(6)for the system fault. EVEN AFTER FOUR MONTHS INFOSYS HAS FAILED TO SUCCESSFULLY MAINTAIN THE MCA21 PORTAL. during the period of TCS maintenance it was smoothly running and there were no problem at all. ministry has not addressed the issue of this poor maintenance by INFOSYS. during first few days they stated it is under trasition and such problems will arise. Where as even after four long months INFOSYS has not resolved the issues. It seems Ministry has seriously erred in assessing the pre-qualification condition of the Tenderer's during tendering process. It is a serious failure by the Department without knowing awarding a such big maintenance work and even more keeping quite looking at the failure of INFOSYS. It is our earnest request ministry can call TCS and put the MCA 21 system back on track again. Hope the stake holders problems and struggle from the past four months will be considered in a good spirit and immediate action will be initiated to resolve the issues related to MCA 21 services.
