Whether Travelling expenses reimbursed to a person other than Direstor/employee for company's work is allowable?

yes, it can be allowed depending upon the circumstances. Sometimes agreement entered between the parties provide for the same. For instances most of the companies reimburse travelling expenditure to their auditors, even though auditor is neither their director nor their employee.
