Service tax

Dear Freinds

One of our client who is a sub broker have recd a SCN saying that he has not paid service tax. But actually the main broker who is the member of exchange has already paid service tax on brokerages including sub brokerages so ultimately our client has received net amount . So is he still liable for service tax . Plzzzzz reply freinds its really urgent
