Please clarify me about the service tax implications on "The website content devolopment services" provided In India

by a Resident 

 to a

i. Resident, and

ii. Non-Resident.

Dear pls clarify the place of service provided and received. as service tax implimentation is not concerned with residence and non residence. or pls more calrify the situation.

A resident Individual devoloping the Website contents of his clients of USA from India through online .Will it attracts service tax ?
