Pre-Budget Memorandum 2009

As you are kindly aware  that  ICWAI has planned to submit a pre-budget Memorandum for the year 2009-10 to Government of India for the first time  based on the valuable inputs received from members in service / practice all over the country. The following broad areas has been identified for inclusion in the Memorandum.

We would sincerely  request you to favour with your valuable suggestions / comments under the following broad heads latest by 04th May,2009 to enable us to consolidate and forward the Pre-Budget Memorandum- 2009  to the Government  by 29th May,2009.

MACRO ECONOMIC POLICIES 

·         Overall Economic system/ health of the Indian Economy

·         Economic Policy vis-à-vis Financial sector

·         Future direction of economic reforms

·         Impact of Current Global Recessions and issues to be addressed

·         Changes in Fiscal and Monetary Systems

·         Other macro economic suggestions

DIRECT TAXES

·         Suggestions relating to direct tax policies

·         Suggestions for widening the tax base & increase in tax revenue

·         Suggestions for to check tax avoidance, plug leakages in Revenue  

·         Suggestions for streamlining Tax Management Systems

·         Suggestions for rationalization of the provisions of Direct tax laws to ensure better tax compliance

·         TAXATION- Individual, Firm, Corporate, LLP Firms etc

·         Issues pertaining to SEZ/EPZ Sector

·         Fringe Benefit Tax

·         Tax Deduction and Collection at Source

·         Assessment, Appeals and Revisions

·         Penalties

·         Any other suggestions where the Members of ICWAI in Practice can contribute for enhancement of tax revenue

INDIRECT TAXES

·         Suggestions relating to  indirect tax policies

·         Suggestions for widening the tax base & increase in tax revenue relating to Central Excise, Customs and Service tax i

·         Suggestions for to check tax avoidance, plug leakage of Revenue  & streamlining Tax Management Systems

·         Suggestions for rationalization of the provisions of Indirect tax laws to ensure better tax compliance

·         Any other suggestions where the Members of ICWAI in Practice can contribute for enhancement of tax revenue

i.  Central Excise –

·         Duty Rate Structure

·         Transaction Value

·         MRP based Valuation

·         Cenvat  Scheme 

·         Efficiency in Input utilization   

·         Any Other Suggestion

ii.Customs

·         Duty Rate Structure

·         Major to protect Indian Industries

·         Any Other Suggestion         

iii. Service Tax

·         Issues relating to Specific Services

·         Valuation

·         Credit for Input Taxes

·         Any Other Suggestion

iv. Proposed GST                   

·         Suggestions for the proposed structure keeping in mind the provisions of  VAT legislation
