Hi, Please let me know that who are all can claim examption under notification 10/2003. Is a commercial coaching centre providing educational services to colleges and universities can claim examption under this notificaiton?

Yes, if it forms part of  curriculum leading to issuance of any certificate or diploma or degree recognised by law and the fees are paid by the students directly to the college and not to the commercial training or coaching centre.
