I am planning for an online service marketplace, where people sell and buy services, I keep some commission and pass the rest to seller.  I would be accepting payments in USD also
Specifically my questions are - 
 
1. If I get payments in USD into my resident foreign currency account, am I exempt from service tax?
2. For the money I receive in INR (say through Indian payment gateways or NEFT), am I required to pay service tax on full amount (say 1000) or only my commission (say 50) (as I am not providing any service for the money collected , just collecting the money on sellers behalf, who will finally provide the service, and I will get some commision from his amount)?
