Hi friends,

I have a problem. I have a clien who is working in southern railway. He received sixth pay commission arrears consequently he has income more than basic exemption limited. Tax on total income works out around 4000. But when i apply Sec 89(1)  relief it comes to 220. So i prepared form 10 B asked him to submit it to his employer. But the clerk who is responsible for such issues in his department is not accepting it. He says that he didn't receive any circular from their department to accept 10 B or allow relief before deducting TDS. He says he will deduct TDS. It is shear ignorance of that cleark.

Please tell me how to deal this issue?

I don't want to deal it by submitting the return and getting refund from IT.
