yeah  you r corect..manipulation is absolutely stupid thing to be done..Why in the first place icai needs to fix the pass percentage..no exam fixes its pass percentage..if icai wants the results to go up or down then it should make the question papers tuff or easy respectively..but manipulating the results just to achieve a pre decided result is very bad..This move is not welcomed at all...
