Construction of road in govt land

If a govt company or govt board/trust constructs roads in state govt land for easy transport of its own vehicles. Should the roads be shown as fixed assets of the company. if yes, whether it is to be depreciated  and at what rate. Will answer be different if govt has given grant for the construction.
