Asean agreement

What is the use of Asean Agreement. Does the duty structure for items imported from ASEAN countries will be as per this agreement or as per general indian customs law?

ASEAN (Association of SouthEast Asian Nations) is an organization of 10 Asian nations that promotes the economic growth of the member countries. Members include: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. The group intends to form an EU-type common market by 2015. ASEAN has begun a five-year plan of action with China to expand free trade in information and communications technology.
