TDS deducted on salaries and non salaries are to be deposited on monthly basis and quarterely return is required to be filed by the deducter. at the end of the year annual return is prepared, disclosing all TDS deducted during the year and the deductee name with their PAN No.
The return for Salaries for annual return goes in form no. 24Q and for non salaries Form No. is 26Q.
after filing last quarter TDS return deducter has to issue TDS form (means i have deducted Rs.--- as TDS of Mr. or M/s _ _ _ during the whole year) with sign and stamp.
the TDS form provided at end of th e year is Form 16 for tds on salaries and Form 16A for non salaries tds.
Yes it is mendatory at present and in force.
I hope your doubts will clear.

Dear Rajiv,
Annual return of TDS is mandatory at present.
Even as per amendment, the quarterly returns are proposed to be abolished & then there will be "ANNUAL RETURN" only to be filed.(But till date no notificate has been issued in this regard)

for 26Q there is no word like annual return .regular quarterly returns are the on ly requirement.in case of 24q schedule II included in the return itself requires figures of complete year.
